It depends on which version of the game you have.
If you want to play C&C 3 you need the
Command & Conquer: The Ultimate Collection, which contains the latest versions of all the 17 releases command and conquer games.
I am even playing C&C RA, RA2, RA3, Generals, etc all on Windows 10 with the latest DirectX installed.
