problem: All my programs pinned to start menu are gone (about 7-8 of them) are gone. I can't create new desktop shortcuts or pin new items to start menu either.
This happened after i uninstalled Hotspot Shield using Revo Uninstaller.
Before this happened, i couldn't create desktop shortcuts or pin programs to start menu for a while, maybe that too has something to do with uninstalling a program using revo?
How do i resolve this please?

If you have a System Restore point before the problem started you can restore to that.
Otherwise a Google of your problem would be in order.
