This report examines how local conflicts undermine the mandates and effectiveness of UN peacekeeping missions. To help deal with the problem, the text’s authors 1) provide a framework which prioritizes the conflicts peacekeepers should address; 2) describe the ‘whole-of-mission’ approach UN missions should adopt in managing local struggles; and 3) recommend ways to strengthen the capacities and mandates of UN missions.Author Aditi Gorur, Madeline Vellturo
